Sadly, most bar owners who are worried about getting fined haven't read the letter of the law.

The establishment's obligation is to:
1) post signs saying that smoking is not allowed
2) remove all ashtrays or other smoking receptacles
3) direct anyone smoking to extinguish the lighted tobacco product

That is all the bar has to do. If they aren't doing those things, then they can get fined.

As it was just said, this is not a law that will be enforced. It is a suggestion that will do little else than alert you to who the narcs in the bar are.

FWIW, she's probably not allergic to the smoke (particulate matter), specifically (though she could be, especially if she has even a mild case of asthma)...she's PROBABLY allergic to one of the many poisons that are intentionally added to tobacco to make the cigarettes

I've known people that were highly allergic to smoke. They wouldn't get sick simply by walking by someone smoking. If they sat in a shittily ventilated room that people were smoking in, yeah, that would be bad for them, but most of the time they could sit at a bar and would be fine for a couple of hours.
