^^ Naw, it's taking so long because the NCAA hopes that people will have forgotten about all this by the time they actually issue their rulings. The punishment will be a slap on the wrist, then a pat on the back plus a reacharound for being so "cooperative".

If I had to guess, I'd guess they announce it on the first Friday of the NCAA Tournament when nobody will notice.

The longer this investigation lasts the more damning it is. Hell there is even still debate as to if everything has been uncovered yet.
