There seems to be two arguments here:

(1) This will improve general well-being.

If you're concerned about (1) then ban alcohol and all fatty foods.

If you're concerned about (2) then select private establishments that don't allow smoking. They exist. The government shouldn't have the right to force the owners of private establishments to cater to your preferences, especially with respect to the consumption of a completely optional leisure-time drug (alcohol).

In my world private property owners can (with any of their guests) engage in any generally legal activity on those premises.
