It means the people who set that line found it would make them the most money. Why do you think lines move? You can infer that a spread picks favorites because the differential makes a bettor question which side they want to put money on, so it's usually right at a break point, but that's not what it's for. Vegas doesn't pick winners.

NCSU -1.5 basically means thats what bookies set the line at (State wins by 2 or more points) in order to get plenty of bets for both NCSU and FSU...but you gotta figure about a 3 point swing for home court advantage if not more, ie FSU would be favored by 1.5 or more if it was in Talahassee

basically the only people who would actually think State was the proper Vegas pick was idiots in Vegas who are like "well i haven't watched either of these teams play but they have similar records and NC State is at home so I'm gonna put a month's mortgage payment on this game because I don't know anything"...and also UNC fans who go to Guster concerts

This is kind of a pedantic argument right now. Obviously the oddsmakers or experts or whoever don't set the lines based on who they think will win, but in the sense that the spreads are adjusted based on whether too many people are betting on one side or the other it's a decent approximation of popular opinion on how the game will go.

I've heard several people complain how the refs in the ACC have egos..blah blah blah

Then later on Andy Katz was on and basically said Hess was wrong. Also said something along the lines of "Does State have an inferiority complex? Maybe, but this is a legit reason to be upset"
