The distinction that has always been made in regards to KSA is that certain individuals in the country were financing terrorists and the government wasn't complicit, it just wasn't doing anything to try and restrict it. I think that distinction is a little dubious because let's face it, the vast majority of wealth in KSA is typically funneled through the government in some manner and most of the rich there are in some way connected to the royal family. Regardless of what I think, that's the US official position toward them.

And during Hillary's time as SoS she came down pretty hard on KSA particularly for its unwillingness to try and stop or even track giving to terrorists. As I understand it some pretty hefty diplomatic pressure was brought to bear on KSA and now the movement of money to terrorists has reduced significantly.

Furthermore, why even use a "secret" email server and then proceed to send thousands of emails to state.gov accounts that are subject to FOIA? Why not just use a commercial email account and instruct her aides to do the same (like Colin Powell suggested). None of the accusations of intentional wrongdoing or criminality stand up to an ounce critical thought, especially in light of the FBI's conclusions. I do agree it was a stupid idea in the first place and she should have foreseen the political damage it caused, but the only thing she was guilty of is excessive hubris.

There are plenty of reasons to criticize Comey and the FBI, but the only way to arrive at calling Comey “insubordinate” is to view his actions in a total vacuum. Loretta Lynch, in so many words, basically washed her hands of the investigation (She said she would accept the FBI’s findings) while simultaneously refused to recuse herself. It’s not like Comey could just pass along his findings to a Lynch underling, that would also technically be insubordination?

Dude was in a tough spot, I don’t think he made the right decision, but let’s not act like it was a situation where he could just go follow some DOJ SOP. There was all kinds of “nonstandard” shit going down at that moment.
