This seems like a agreement meant to grease some deal with Qatar.
Qatar maybe wanted the prisoners, but the administration couldn't be seen to just give prisoners for political favors, so they negotiated the return of a soldier who isn't the most noble, and now they're being burned by the right.
Or maybe he knows congress will be all republican soon, and he wants to get what he can done before then.

So first he says he's not sending any boots on the ground, then I hear something about 275 troops going in?
I was ok with no boots on the ground, but what are his intentions with such a small number of troops? "Training?" How much more "training" can you give the Iraqi troops. You can't train someone to stand in the face of fear. If these Iraqi troops are running, there's nothing we can do.

I think Obama did the right thing By winding down The Military presence, but the other half of this equation, Obama has done a poor job. Obviously I'm not an expert but it Does seem like our diplomatic apparatus hasnt been greasing the Wheels in the Right ways, which is Necessary if you are going to Be noninterventionist.
