Pretty much when i logged in, all the suggestions were people i emailed to buy shit on craigslist like 5 years ago and none of the people that i actually know / email semi-regularly (and have G+) are no where to be found and they don't show up in the search thing.
Also google should just scrape people's facebook accounts and compile them if they actually want people to use this shit. No one wants to rebuilt a social network entirely off shot in the dark suggestions

technically, yes.
on the edit circle page, click on a circle and then select view in tab. under more options in the upper-right, select all then drag selected names to the circle you want
it would be easier, and it most likely will happen in the future, to have the ability to drag a circle to a circle
