Pretty sure that's the same guy a video online has shown - torn, dark, clothes and the first one running. eh cnn just showed it, looks like a young white male

1. 5.11 style pants - staple for government contractors, police, fire/rescue, wanna SF be d-bags
2. Boots: there are only 2 groups of people who wear tan boots, black bikers and military (active or not) and i dont see any street bikes.
3. Backpacks: "3 day" assault pack style, and every military guy i know marks their bag with tape on the handle/ somewhere (last i checked, bombers dont write their name on the bomb) Bad guys dont use assault packs, they stick out.
4. Ear bud: bad guys dont use them. Bad guys want to blend in, and comunicate more covertly, like face to face. we all can spot a cop a mile away due to this.
5. Finally, credentials around the neck. Maybe there is a reason they are together, in the open, and not worried. Bad guys stay away from the open and want to blend. uniformity doesnt blend, its an identifier.

I would put money on it they are first responders, the back packs are aid bags or they are undercover cops.
