you dont have to twist those words around at all...take them literally at face value and he is implying that he was one of the creators of the internet, or at minimum, his bills and initiatives in congress led way to creating the internet...that might be possible except the internet was already created...it already existed...hell i'd be surprised if he was familiar in detail with Telnet, FTP, Gopher, etc
