Iraq wasn't harboring terrorists at the time. What's made these people terrorists is the collapse of order in the country coupled with the fact that no one bothered to protect the weapons after we foolishly disbanded the existing military structure.

It's like saying that a guy who robs a quickie mart when he's 30 was a theif the day he was born.
