Even if the UN had a peacekeeping force with real teeth, it would probably never be used. There will always be one permanent member of the United Nations Security Council vetoing any action. Much like how the UN has been unable to bring any real action against Darfur because of Chinese and Russian oil interests in the region (or against the Israelis if you're coming from a pro-Palestinian standpoint).
