Not really. He only got 26% of the vote... the problem was that he was running against like 7 other people who split the vote to the point that he won. 74% of the people in that district did not get a candidate that they wanted, which is the reason why we need instant runoff voting. A person elected with less than 50% of the people's support is not a functioning democracy.
