No, you aren't understanding what I mean by torture doesn't work. I'm saying as a policy it doesn't work. I am essentially agreeing with you about the inhumane part. We simply can't torture everyone suspected of having information because we will torture those that have nothing to give us. I imagine if certain scenarios presented themselves that we know for certain (has to be 100%) that someone knows something that can prevent the loss of massive human life, then I don't know of many people that won't be for torture if that is what it takes. But that isn't what this debate is about.

Either way, the techniques used should be tailored to the individual and his specific circumstances.

Anyone who considers torture effective should consider Abu Ghraib. We lost a tremendous amount of moral authority in the world over this incident and, by all accounts, picked up little actionable intelligence from anyone held there.
