Police are continuing to investigate and have not filed any charges so far, Niemann said."

i did see the scene right after it happened. brought up some bad memories.

i thought about stopping and offering to stay with him/talk with him since i can relate, but there were already a bunch of people all around him. laying on the cold pavement severly injured is a traumatic experience.

it breaks my heart to see a kid (or anyone) have to go through something like that.

Last time I checked, at 16, you have a liscence and can pretty much do as you wish (which includes (or included) say one thing to your parents and do something else).
