Depending on the signals the girl is giving, he may just be cautious/restrained/trying to be a gentleman. I, personally, tend to err on the side of not wanting to come on too strong or make the girl feel nervous--which isn't always the best thing because on more than one occasion it has been mistaken for lack of interest.

If the girl initiates the contact, though, all bets are off. At least in my book
