I think the grad student salary shown in the data includes the $18000 (approx) tution that they would have to pay if they were not a research or a teaching assistant. Their actual take home salary is around 1500$ (in case of reasearch assistants it varies by +/-$200 depending on how much his/her prof wants to pay).

When I said 1500 +/- 200..I meant 1500 per month. That amounts close to what you said. The problem is not with supply and demand of graduate students (there is enough supply from China and India). The problem is the availability of research funds.
