While I agree that it is completely irresponsible, there is nothing saying you dont have the right to mass produce children either, and any powers not stated are reserved for the people.

We already have universal health care, it's called the emergency room. What we don't have is a coherent universal health care plan.

well when their exponential rabbit breeding effects my liberty in the pursuit of happiness b.c of increased taxes to pay for food as well as healtcare for children they can not afford then i have a problem.
