but i still say you should talk to the owner. atleast you know who the owner is...

i was driving from work one day and almost hit a dog. got out to see if he had a collar... he had hurt back legs, thorn bush stuck right under his rib cage and i think he was half blind... had a collar... we called the sheriff (because at that point it was more than just me) to come get the dog because was going to end up getting hit by a car and he was at some point somebody's dog.

sheriff came and informed us that he was going to take him and the owner had 3 days to pick him up or he would be put to sleep. i felt so bad because i'm thinking "damn, he was fucked before, but i just gave him a schedule for it).

i walked for 2 hours knocking on doors looking that damn owner.

Chow mixes are nothing like pit bulls.

Pit Bulls are incredibly trainable and can can be taught to always be submissive to humans. Chow mixes? well... not so much. It's NOT all in how they're handled, but rather whether your particular Chow mix is aggressive or not.

They are usually ranked as the hardest type of dog to train, while Pit Bulls are one of the easiest.

i would go knock on the door and say you've called the cops and animal control and say that you think she needs to bring her dog out of the rain. say there have been tornado warnings. even if animal control doesn't work after 5, she doesn't know that!!! you don't have to threaten, just let her know what she's doing. and let her know it is against the law.

Read my posts from today only! The issue now is that he's laying out in the pouring rain, animal control can't help because they're closed, either I let him lay in the rain or I sneak down there and risk getting caught to let him off the chain.

You don't understand... I can not go say anything to her because she is crazy and would likely retialiate against my dogs. We're pretty sure there are drugs involved on her part, but that's not my concern - my concern is the dog, and the wellbeing of that puppy as well as my own.

In all seriousness, I'm not sure there's anything you can do. You could always call the cops and say they're violating the noise ordinance with a college party. That should get them there in about 10 minutes.

If you do decide to go over there, you should be really careful. You can easily get arrested for trespassing and theft.

If there are woods or somewhere for you to run quickly if the dog happens to bark, you're safer. If you are going to do it, you should make a plan of where to hide beforehand in case the dogs do bark so you're not scrambling trying to figure out what to do if it does happen. Good luck.

I am not trying to take him. If he goes under their porch, that's fine with me. If he gets in the box with the other dog, that's fine too. If he follows me home and gets under my porch, I don't care.


Initially, being that they were gone for a WEEK, we didn't know if they had moved and left the dogs, we didn't know what was going on. But they came back and put him on a chain, where he has been since Friday. Now that they came back, I am no longer trying to find him a home. I just want him out of the rain.

How do you know this if you've never talked to her?

I don't see how calling, and feigning ignorance about her craziness, to let her know her dog is in the rain can be a bad idea.

It seems though your best course of action, short of waiting for animal control in the morning is to steal the dog, and if they put up signs/go door to door, pretend you found it, and weren't sure whose it was. And make maybe a fake sign or 2 saying "dog found" to show them when they come, so you have some proof that you weren't trying to steal their dog.

Yeah, that bit is pretty confusing. Basically the SPCA takes responsibility for animals found within city limits and animals outside of city limits get sent to the Wake County facility. So if you ever take an animal to the SPCA shelter, make sure to give them an address where you found the animal that's within city limits

I know in SC at least, they have groups drive down from the animal shelter on Long Island to collect cats and dogs to adopt up there because they usually don't have enough animals to meet demand. I wonder if they do the same thing in NC.

I was going to go out there in the heaviest of the rain, but they had turned out their back porch lights - I kinda wondered if the property owner called and they were looking to see if anyone was messing around their house. I couldn't risk it. I hope he is inside. If I am awake at midnight, I may sneak down there and see what's up. Otherwise, I'm calling animal control in the morning.

The thing is, if he goes to the SPCA, I would really like to send someone over there for him to be sure he isn't euthanized. Otherwise, if I take him, I have to not call animal control and be ready to sneak him out.

I'm saying in NC in general, not necessarily the Wake County SPCA. I know in SC they go to rural counties to help out shelters that get nothing in the way of funding.

Sorry for the delay! It has been a crazy day!

Anyhow, my Daddy mentioned to me that the puppy was outside this morning, early. Meaning he was outside all night, with about 98% probability. I left the house in a hurry this morning with other stuff going on and I honestly forgot to look down there, and I am just now getting home. My Daddy asked me to be sure to call animal control tomorrow and tell them about the neglect I have been seeing all week, and let them handle it. (Daddy is a big softy when it comes to pets as well! ) I agreed, its a hard thing to think about, but I can only believe that it will be for the best. On one hand, I will totally feel like an ass if they brought him inside for the second storm and put him back out - but on the other, he did lay out there for the first round of storms, for sure. He lays out there all day and night with no box to get in. I can only hope he is being fed, because since he is on a chain, we haven't been seeing to it that he is fed. So.... I guess we'll see how it goes tomorrow.

************UPDATE*****************

So, I called Animal Control this morning. They wanted my information to process a complaint, and I refused. The reason being that I do not want retialiation against my dogs/cats. They understood my concern, and said "Well, if your dogs are put up, then you don't have to worry about that." I told them about the time my dog was put up and another white-thug-wanna-be came up here with his pit bull and it attacked and almost killed my dog in our yard in the middle of the night. That same dog was released on my dog a couple years later and he did kill my dog. (That dog was then declared dangerous and euthanized, thank God!)

He said that becasue of that, he could really understand my concern with releasing my name and information. I told him about the puppy getting off his chain last week and coming up here to eat. He said "Well, if he gets off the chain and you see him again, either bring him inside and call us to come get him, or bring him here." I got the hint...

Anyhow, its raining here again, and will be all day. And where is Snoopy? Laying outside in the rain with no where to go. I have a feeling the poor little puppy can only stand being soaking wet for so long. I really hope he'll get off his chain tonight. If he does... will someone here like to adopt him, or I'll take him to the shelter? I would love to see him go to a loving home before the shelter!

(Come to think of it, I think someone around here either took or called animal control on another puppy that was running around - he was our neighbor's dog, and his name was Chunky. He was HUGE for a puppy! And had one brown eye and one 1/2 blue, 1/2 brown eye. Kinda colored like Snoopy too.)

it isn't just rain, but it is cold... i'd take the dog if nobody is there or call spca. at this point i'd not worry about giving my info... i mean come on this is horrible. this is a LITTLE puppy, on a chain, in the rain, and it is 51 degree out. he could get sick or die.

begonias: That's what I talked to the guy at animal control about this morning. He wanted my name, not sure if he wanted my address or not (probably so) - I didn't get that far, but he said that complaints have to be filed with the information of the complaining party.


He did meet Grits, but Grits is a dominant cat, and he has an attitude with anything taking interest in (smelling) him - unless he initiates it. He scared the crap out of Snoopy trying to beat him up and made him haul-ass from the kitchen to the living room. And yes, Grits got a whippin for it.

My Daddy and I just went down there to let him off the chain because no one was there when I pulled up. We got into their neighbor's backyard (one of our friends) before we realized there was a car there and lights on. So, they must have pulled into the neighborhood right behind me. We made a kissy sound at them, and the big dog started barking like he was going to eat us (I guess because it was dark since he's usually friendly) and we had to go before we got caught. I am sad now because I don't know when I may have another opportunity.

Alright, I felt the need to chime in here because of all the bullshit some of you people are spewing about chows and chow mixes. By the way, cute dog. Someone adopt him that will give him a good home. Fuck the owners, they obviously don't give a shit about the dog.
I have two chows of my own from the SPCA. We got them when they were young, but they have been the most well behaved, loyal and loving dogs I have ever had. They basically have the personally of a mule, they're going to do things on their terms. But in return, they're a breed that respects their owner more than anything in the world. I adopted my chows from the SPCA, one is basically retarded, a result of overbreeding, and has limited motor skills. The other was found abandoned in a car with his siblings. They both have been wonderful additions to our family and while it does take patience and understanding to work with one, I do believe it is worth it and would encourage anyone with the time, patience and love to adopt chow.

this is an intense thread. but i support you in your efforts to steal him away from the neglectful home.

(side note: there are two wake county SPCA facilities. the first, that all incoming animals go through, is the lost and found facility. animals involved in court cases are held there until the case is closed. lost animals are held there a certain amount of time before becoming SPCA property. stray animals are also held there. an animal behaviorist does personality testing on the dogs and cats to see if they're adoptable. if they have severe behavior issues, like being straight up aggressive or if they have food aggression, or have some sort of disease or illness that is too far along to treat, the animal is euthanized. the second facility, the curtis dail pet adoption center, has the adoption guarantee. this means that once an animal enters the facility, it will not be euthanized, no matter how long it stays there. it has a home until it's adopted. as space becomes available at the curtis dail adoption center, animals are transferred from the lost and found shelter to the adoption center, and more animals can be taken into the lost and found shelter. however, if the lost and found shelter is full, animals have to be turned away or simply euthanized. so, the SPCA does euthanize animals, but only if there are no other options.)
