This, like BMI, is an attempt to simplify a problem into a finite number and act on it, so that they feel like something is being done. The problem is that skinny =/= healthy. My guess is that this is a means for them to charge more for insurance to people that might be of a bigger risk.
Japanese do tend to stay a smaller stature...height and size.

i think it has to do more with aesthetics - i have read somewhere once that there are lots of babies born retarded and cripple in asia that are killed at birth. it seems like you never see a retarded asian, or one that is severely crippled. or it could be the fact that its soo freakin crowded over there, that if you don't seem like you can benefit society, chop chop!
