To the best of my knowledge anyone can paint on the tunnel, though I am not 100% sure on that

I'll put down $500 towards hiring an off duty cop to guard the tunnel next year if you lazy ass underclassmen aren't going to protect our house

The plaque specifies that the tunnel is for "members of the campus community."

Im sure they have somthing in place to keep just anyone from walking on campus and painting
