for what it's worth, isn't downloading effectively legal?
at least, I've been under the impression it is the act of uploading, or "distribution", that is illegal with respect to copyrighted works and I believe that all of the MPAA/RIAA suits filed to date were for distribution
by that logic if you disable uploads, you'll be safe from the MPAA/RIAA, but you'll definitely be going to pirate hell
