Stairway is closed and guarded because some people in the neighborhood kept complaining about people being too loud going to hike. Lame.

maybe i am wrong..........but i thought Pearl Harbor was a crazy amount for admission

It's free. You can pay $5 extra to get a set of headphones for a "guided tour."

It's also a first come-first serve basis. The earlier you get there, the earlier your "ticket time" is. They usually give out all the times before lunch. If you get there at 7, you'll probably be finished with the whole memorial by 10:30 or 11.
