Training is one thing, ie going to various places to practice bombing runs (in his case), but they still have a duty schedule to meet when not out "training". They still have basically at least a 9-5 where they are doing the shit work and other things. IE paperwork, managing tasks that a Captain in the Marines is asked to do. He's somebody's CO and that's a lot of work even when "home".

I find it hard to believe that you think they sit around doing nothing.
