And strudle66 gets a third point! The correct answer is Zanac. Apparently, this game is available for the Wii virtual console, but I don't know why because it's insanely difficult. I love the music though; I used the music from the second stage in ReceiveDeath's name that NES tune.

ShinAntonio, Westicles and fleetwud each receive a point! They each gave me the correct answer in the order listed. This is music from Napalm Man's stage in Mega Man 5! This is a great installment for the Mega Man series, and has some of the best music of the original 6 (imo). Try it out on an emulator if you've never played it.
