I saw a Locked Up Abroad about some guy who got duped by a woman into accompanying her to Peru so she could smuggle drugs back to Britain. It was sadly hilarious that he ended up in the nastiest mens prison that I've ever seen and the woman ended up in nice female prison where the girls sat in the yard all day and gave each other pedicures.

I woudn't want to be van der Sloot. He's either getting killed or ending up a prison celebrity.

My suspicion that the life expectancy for someone in a Peruvian prison is less than 35 years. The country in general is nice, and the police I dealt with seemed decent enough. But then, it's hard to speak ill of a guy who is standing on a street corner armed, for no particular reason, with an MP-5 submachine gun.

But I think the answer to your question of why they don't have life sentences is probably tied to Peru's history with repressive, corrupt regimes that would throw opponents in prison forever. Even if the Head Douchebag who threw you in jail gets kicked out, you're probably going to be forgotten by whoever comes next.
