Lag is only relevant if you're video conferencing.
If you're just broadcasting, the viewer doesn't know how many seconds the stream has lagged. Relative velocity of the broadcaster and receiver causes a Doppler effect but light travels the same speed, always, absolutely, don't care what you say. Doppler effect shifts the frequency of the light.

as far as the OP... you would just have to continuously adjust the frequency of the video feed you are either transmitting or receiving to compensate for the red-shift. 2/11/2011 12:16:33 PM
