evidently the suspect had been hanging out at the bar with some people that the victim knew so she went to there house after her shift to question them about him. She got his name, number and city he lives in from them but they did not know his physical address.

Having video footage is basically worthless.

My wife got her purse stolen from where she worked. She was able to provide a really good description of the two guys. Additionally, I looked at my bank account and was able to track where the guys had used the check card, and then drove to those places of business (Home Depot, Pier One Imports, a gas station). We were not permitted to watch the security footage, but sure as shit, when my wife described the guys to the manager (who was able to watch the footage), he told us that was indeed who was on the security tapes. We also had the guys license plate from a gas station he had driven through and used the card at.

So with this information we called the cops and filed a police report. Despite contact the police several times and driving out to the police station several times, they basically refused to talk to us. Apparently they had more pressing things to worry about than misdemeanor theft. It was very frustrating because we had video footage and a license plate number, but it didn't matter.

Long story short, cops are worthless. If I had the guy's information like you do, I would just make his life a living hell. I'm sure you can come up with some creative ways to do so, but revealing that you're on to him via an attempted citizen's arrest is basically laying your hand on the table, and probably not going to get you anywhere.
