IMO the states should be re-drawn according to the shortest-splitline algorithm: http://rangevoting.org/GerryExamples.html

It's written in terms of states and Congressional districts, but replacing them by "The USA" and "States" should work just fine.

Hilarity should ensue, including giving Alaska some of Washington's territory just so the whole state will have 1/50 of the population of the US.

After that experiment in insanity, I propose increasing the size of the House to 450 and giving each of the new states exactly 9 Representatives, with districts also decided by the shortest-splitline algorithm within each state.

i think that this is a terrible idea with the states.

however, seriously, i think that the north carolina counties should be combined. i believe that NC should have about 50 counties. no need to redraw lines....just combine counties. money could be saved.
