Personally I think it should be primarily up to the father to determine to have their son cut. Sure, the mother should be heard out, but I think that the father should have more say. This is because the father actually has a peen and has his own opinions about cut/uncut based on his experience.

I feel that the earring thing for baby girls should be mainly decided by the mother for the same reasons. Unless, of course, the father has earrings also.

Circumcision is a lot cleaner and there is some [somewhat controversial] evidence that it reduces the likelihood of getting HIV. There's a HUGE difference between a circumcision and female genital mutilation.

I think being uncut is disgusting and barbaric.

No he won't. Do your research. Parents aren't circumcising anymore like they use to. In 10 years of childcare, I have only kept one little boy with a circumcised penis. In some areas in the states, it's only a 50/50 split between cut and uncut kids.
