2018 what up

So I moved to north Raleigh a few months ago and started noticing a guy riding his bike on Leesville near the 540 exit. He has a silver helmet.

I didn't really become aware of the guy until like the 20th time I saw him. I noticed he was always looking down and never moved. I literally have never seen this guy move an inch. He seems to be out quite often, more often in fact when the weather is bad.

After a while, I started wondering if it's not actually a person but a statue. Or maybe performance art. Anyone else seen this dude?
