That is just plain intellectually dishonest.

Ryan was clear that his plan is to leave, but won't set a date for strategic reasons.

Biden will set the date in stone and pull out regardless of the circumstances and repercussions.



It is a clear distinction, but not at all in the manner of which you frame it.
