I had a big indoor/outdoor dog, but I bought a house with a damn privacy fence and built a separate dog run inside it for her and an appropriately sized dog house. I didn't chain her down every fucking where I went. That Justice for Merlin FB page shows 3 different places that they chain that dog.

Carteret County is all sorts of fucked up, so I don't really believe anybody in this situation. He's a fucking redneck who skips his damn court dates and has his dog tied up instead of having the decency to get a pen for them. The dog looks sweet and all, so I dunno why the cop went behind the house (assuming that is where it was). Either way, fuck these people for putting their dog in a situation where the officer had a need to come on the property and felt justified in tasing him.

I'm assuming that with a bench warrant that the cop had the right to look around the property for him, since technically the guy is a fugitive.

It's fucked up that the guy's dog got shot for missing a court date for a hunting license mixup but I'm not gonna blame the cop. No one knows how that dog reacted.

No, you're supposed to put them in a kennel for 9 hours a day like normal people. Dogs love their kennel. It's like their cave away from home or something.

Just don't clip them onto a tree with food and water where they can lay outside in the shade or in the sun because that would just be inhumane. Also, the cops might come by looking for someone with a warrant and it might be imperative that they beat the dog's eyeball out so they can make sure the fugitive isn't hiding behind him.
