Damned if you do, damned if you don't. Stop the pursuit and the kid runs over a family and the police get sued. Continue the pursuit and the kid runs over a family and the police get sued. By his conduct - ramming a police car and he wanton disregard for the safety of others - I would say the cost of the pursuit outweighs the danger created by it.

As far as the shooting. Its clean even by N.C. standards.

These are just my professional opinions.
