It's not desensitized, it's just when I feel like I am close to an orgasm it goes away and then it will come back again and repeat. My friend and I call it "cycling" a completely made up term, but it literally is cycling from the plateau state right to the point of orgasm and then back again.

I am only taking one medication that can cause this and that is Gabapentin/Neurontin, which is for nerve pain related to nerve damage around C2-C3.
