Well, to begin with, it can't be quantified, so no one can prove anything. It also completely ignores the reality of the race, the circumstances, the overall tenor and feelings of everyone in general towards Washington. It also ignores the fact that she has a lot of baggage.
Think of it this way, allegedly, if she had simply visited Michigan and Wisconsin, or wherever it was she refused to visit, people say she would have won. So how did the Russian operation cost her the election.
It's honestly just a scapegoat. Personally, I think it had an impact but without being able to quantify it, there is zero justification for saying it cost her the election, particularly over other things which are quantifiable.

I would think he ignores it and lets it become law. That would allow him to save face with his buddy Putin without having to suffer the defeat of having his first veto overwritten.

Which is exactly why he got away with a startling lack of transparency as all of us focused on emails and pussy-grabbing. It should be looked at as a shameful period of US political history.

Uh, I've been downloading stuff through my shitty Comcast residential ISP at 25 MB/s+ for more than a year. That's like 200 Mbps which isn't even their highest tier. I would assume the DNC servers probably have an enterprise class gigabit connection. a few questions:
why are they assuming it was a residential internet service? or are they saying the upload on the DNC server is residential service that can't do that speed? and operatives from russia can't have a remote footprint in the same timezone? why not? (they address why the speeds via vpn wouldn't work, but never talk about this). and they determine east coast because that was the setting the computer was using, which can be changed to anything so really that point isn't very convincing.
also as best as i can tell following the links in that story, the speed discussion is not based on experts but a reddit discussion? when i start following links i'm having trouble finding an actual report and not just a ton of blog posts
none of this seems particularly convincing and the arguments not very well fleshed out
