Sometimes I will find myself clicking an album of someone I don't know with a tag or whatever of a friend and soon realize I've scrolled through half the album. Then I always feel super creepy.

yeah the gear thing is set up properly for "your friends only." the issue lies when someone is tagged in my album it enables their friends to be able to comment on my photo and i then get a notification for it. i've looked around to turn off the notification at least, but it appears off. they just don't make it easy anymore for privacy settings (G+...winning!)

i can't even remember being able to comment on a person's photo that i wasn't friends with that i may have been able to see b/c a mutual friend was tagged in that photo. maybe i'm just getting old
