I don't think that's what he was saying there. I think he is alluding to the fact that they are coordinating with multiple organizations (police, schools, local government, etc...) to make sure everyone is prepared for any potential protests and/or riots.

I don't know how much control they would have in delaying a decision, so to speak. The jury decides when they decide.
I think they would delay announcing the decision in order to give 24 hours notice to schools so they could close, give fore warning to police so they can establish a presence ahead of time, etc...

I think that there will not be an indictment

I think that Wilson will be out of a job, and that will be put forth as a conciliatory effect of the shooting, protests, and investigation. I also think that this will not be suitable as a "punishment", because to the citizens in that community, Wilson keeping his job was never really on the table to begin with.

I know there will be protests. I do not know if there will be riots.
