They were saying that the bean man was running a scam with the jar. He had that number in his head because he didn't know how many beans there really were and wasn't gonna let anyone win anyways. seems like they really overplayed the fact that anybody around hurley would recieve bad luck. I.E. charlie nearly fell of the bridge, shot at, etc. But then if you go back and think about it, everyone else in past episodes that hung around him didnt have any bad luck.
