Well, for starters, if Keynsian economics is to be believed *giggles*, then we need to be able to spend our way out of this recession. But, since we have carried such huge deficits for such a long period of time, we can't afford to spend our way out of this at this point. Not to mention the effect the deficit spending has had on the economy, itself, driving concerns about the US's creditworthiness. Maybe we shouldn't be creating moral hazards by having a federal insurance agency that gets involved in disaster relief. The market is pretty clear: if you build a structure in a place where it is more likely to get blown away or flooded, you're going to pay a higher insurance premium. When you have a federal bureaucracy like FEMA, you remove some of that market feedback.

We didn't have FEMA prior to 1979, and 9/10 of America's deadliest disasters happened before then (http://genealogy.about.com/od/historic_disasters/tp/deadliest_us.htm). The 1/10 was Katrina, which ranked 7th. How did FEMA do there?
It would be better if FEMA just wrote a check to people that got wrecked, but they have to start micromanaging the relief efforts. That's why state and local governments have more bad things to say about FEMA than good things.

oh, and the other thing the guy on NPR talked about was how FEMA was formed because local state governments were overwhelmed and didn't have the proper funding/etc. to handle larger relief efforts. (in case that wasn't obvious)
