You could probably put a $50,000 split system in the house and not have it cool that specific room properly unless the airflow is corrected. Home AC air ducts are routed assuming pretty consistent internal thermal loading in every room plus external skin load gains for those rooms (a lot of times the contractor doesn't even do that right).

No matter how expensive the system is or how efficient for a home DX unit or how many thermal tons of cooling you put in, you will be getting about the same temperature air off your cooling coil and thus the same temperature supply you were getting in that space previously.

In order to cool a specific room with a much more concentrated heat load than the other rooms, the more important thing to do would be that you would have to rework the air distribution such that you provide MORE AIR to that space. In very general terms, to overcome a heat load in a space, you have Q(internal heat load in terms of BTU/hr)=1.1*CFM*deltaT where deltaT is the desired internal space temperature minus the supply air temperature. Since the max heat load is relatively constant and the supply air temperature is relatively constant, the ONLY way to compensate for all the internal heat gain you have versus what was assumed for the space when the original distribution was done is to solve for your required airflow in Cubic Feet per Minute.

If you do that you can determine how much air is required. This would most likely require re-dampering/re-balancing your system some and running larger or more duct to that particular room as well as possibly providing another register or two.

TLDR: it is entirely possible that your *system* IS capable of cooling the room but the air distribution is NOT set up properly to cool that room.
