As in, what is there to keep them in NC if they attend a UNC system school? That one seems pretty simple...while I'll admint I have no numbers on it, I'm guessing that a significant percentage of graduates from colleges in metro areas stay within or near those areas than leave. Familiarity, establishing contacts, employer relations with the colleges, etc...
