Puzzles can actually be started at a really early age. So, I second the suggestion for some Melissa and Doug puzzles. They can be as easy as matching up sounds and shapes and their floor puzzles are also good for starting out. If you go to a toy store (Not something big Toy's R Us) but something like a Learning Express, or a smaller local store, they'll have some really good suggestions. I worked at a Learning Express for three years, and we really did like helping customers pick out good gifts. If you can't go in person, call or email. Seriously, they know what they're talking about!

Finally decided on the Melissa & Doug Easel, with a 75' roll of paper. Was gonna get her some washable crayons, washable fingerpaint, and chalk, but they were all like $2...plus $7 shipping. I wasn't about to spend $30 on a few crayons, pieces of chalk, and a little bit of paint. Her mom can get that for her.
