Not necessarily. My parents knew two white folks (unrelated) named Monique and Juan, pronounced "Moni-cue" and "Ju-ann." Atrocious naming defies racial barriers.

My dad worked with a guy many years back whose name was Richard Rich. Predictably, he went by Rich Rich. Interesting sense of humor on his parents, I'm sure.

Both of those names date back hundreds of years. They aren't really "racial" names...

Also, I know an old fighter pilot named Jake Elwood. He's old enough to predate the Blues Brothers, though.

...and my cousin (grew up next door to me) had a girl in his class in elementary school class named Urine (Yoo-Ryne).

Interesting. That's my great-grandparents' last name and they always said it as du-MOSS. Wonder if it depends on where in the US they live.
