Some very bad decisions made all around in this situation. The owners of the cat chose to let it wander around outside without tags, which I think is entirely their fault. However, the trooper chose to shoot it even though he had it trapped. Shooting a trapped animal which isn't rabid doesn't seem like very stable judgment to me. I don't get why he didn't at least investigate with his neighbors and see if anybody knew anything about it. And if he was so worried about his car, why didn't he have it covered?

And WTF, really, shooting it because it scratched you? Seems like a weak excuse to me. I'm deathly allergic to cats and I've been scratched pretty badly before but haven't been compelled to kill the animal that did it. The cat was acting on instinct, but the trooper had a choice.
