I've noticed that, too. When I watch reruns from last season I think to myself, well that was actually kind of funny. I think each season seems poor because the season before it was better. Barney's sister has definitely been mentioned before. I think it was mentioned in the episode where Barney has dinner with his father, step mother, and half-brother.
It was theory crafted long ago that she was the mother. This would conveniently explain "Uncle Barney" and "Aunt Robin", though not "Uncle Marshall" and "Aunt Lily". I always assumed the aunt and uncle terms were more in terms of being a respected-family friend.
...probably not the mother based on that episode, though.

Good! I hope that this sit and spin act they've been doing for a while now can get some traction and propel the show to the end. Then, much like The Office and 30 Rock finishing strong, maybe we can get some good shit out of the last season. One can only hope. This show was getting pretty bad but now it's evened out to where it's not awful but not anywhere near as funny as it used to be. Compared to how bad The Office has been lately, I guess being "watchable" is good enough for a show this late in its run.

The Jeanette storyline felt very much like classic HIMYM to me. I'm glad, though, that they ended that relationship fairly quickly and didn't beat a dead horse. Maybe they could have cut her character down to 2 episodes instead of 3.
