Controlling the ball game has to go both ways, not just defense. It doesn't matter how many 3 and outs they have had if they can do the one thing our offense hasn't done all day, score a TD. Before that TD though, you aren't controlling the ball game if you can't score and you have to take into account their field positions on a lot of those punts.
