Dark Web is meant to mean stuff you can't get to via normal browsers, not just page 2 of Google results. 4chan is in the top 2000 pages by traffic, so it's not really dark web or dark web adjacent.

I’d also point out, I’m not even necessarily going as far as saying we should seek to deplatform all these message boards, only that we should take people saying hateful shit seriously. I don’t think it’s really a matter of the politicians and media members not knowing what is and isn’t freedom of speech. I think they truly just don’t care that they misrepresent what it is...they’ll say it because it’s catchy, their supporters/listeners/fans will buy it and that’s all that matters. It fits their narrative and that’s all that matters.
