The word applies appropriately to drunk drivers, and it applies equally to crazy and reckless driving in residential neighborhoods.

Intentionally putting others in danger so that you can have a cheap (or even dumber - very expensive) thrill while feeling your throbbing 3-inch peen explode with excitement = scum.
