wtf is wrong with my dog's neck?

He doesn't have fleas (he's light enough that I could see them), isn't trying to scratch or get at it, and while could be his collar, but he's been wearing that since July. He was attacked by another dog last weekend, but I think I would have noticed this by now.

agree, i miss the good old days, when you could actually meet people coming off the plane... they need to make a secure pass thing where you get checked out hardcore and you get a pass, which you still have to have checked at the airport and such but that would be it, just that and the metal detector as usual.
