Soooo, her argument is that if everyone is forced to utilize this terrible, terrible service eventually people will get fed up enough to fix it despite the fact that it is orders of magnitudes easier just to create a competing entity that won't suck.

The only way that would work is if you outlawed non-state schools. People don't deal with the DMV because they like it, they do it because it's the only game in town and they have to. Of course, with no alternatives there is no impetus for anyone there to attempt to fix things because they face no threat of competition.

i have one of those "under the desk" bike pedal machines so that i can keep my legs moving during the day.
